About
Waka Kotahi is updating SM030, its state highway professional services contract proforma manual, to better align it with government rules and templates.
ACENZ members are invited to review the changes and provide feedback via two virtual Q&A sessions on Thursday 7 April and Friday 8 April.
Join Waka Kotahi Procurement Coordinator George Kaye, Principal Counsel for Commercial Jenny Kenyon and Procurement Excellence Manager Jarrad Keenan for a 15-min presentation to highlight the reasons behind the changes, the benefits, and the process for implementation, ongoing feedback, and critique.
This will be followed by an open Q&A session where Waka Kotahi will record and address all feedback, concerns, and questions. You are welcome to attend either or both sessions.
About the changes
The previous structure of SM030 consisted solely of the Short and Standard Form Agreement. The majority of information was kept in the Standard Form Agreement making it more than 200 pages long.
The previous template’s scope for tendering was limited to large-scale engineering projects. The redesigned SM030 will allow users to adapt and evolve the documents to fit all types of jobs and projects, which will benefit stakeholders in the long run.
The new version of SM030 will include:
- small editorial changes to ensure SM030 content is up to date
- a redesigned modular structure that better aligns with current business practice and meets government best practice
The new structure includes extracting the tendering documents from the main bulk of information, so SM030 will be made up of several schedules and templates (draft document links below):
- Short Form Agreement
- Standard Form Agreement
- Request for Tender (RFT) template
- RFT Price Schedule
- RFT Declaration Form
- Schedule 1: Contract Scope
- Schedule 2: Programme for Deliverables
- Schedule 3: Pricing and Payment Schedule
- Schedule 4: Health and Safety Risks
