Update on NZTA's integrated delivery model (IDM)

About

The New Zealand Transport Agency Waka Kotahi will provide an update on its integrated delivery model (IDM), the future operating model for the maintenance of the state highway network, which will replace the current outcomes-based outsourcing model in April 2026.

Under IDM, NZTA will take the lead on:

  • Understanding the condition of the state highway network
  • The selection of interventions required to deliver nationally prioritised outcomes
  • The design of significant maintenance activities such as rehabilitation and other renewal works
  • The sequencing of forward works programmes to reduce the disruption to the travelling public
  • Setting clear standards around quality and actively monitoring the achievement of expectations
  • Keeping stakeholders and partners informed
  • Managing environmental consents

Under the IDM, NZTA will perform these functions themselves or commission services directly from the professional services sector.
